HB1376 Summary

• Amends 11 O.S. 2011, Section 8-114 to require municipal officers elected or appointed for the first time to attend an 8-hour institute within one year of taking office.

• After initial attendance, officers must complete 6 hours of continuing instruction from the institute every 24 months in office.

• The institute curriculum must include municipal budget requirements, Oklahoma Open Meeting Act, Oklahoma Open Records Act, ethics, meeting procedures, conflict of interest, and purchasing procedures.

• Institute must be held at minimum six regional locations statewide and conducted by a tax-exempt statewide organization that has represented municipalities for at least 15 years.

• Officers who fail to complete required education within one year lose their office at the next scheduled governing body meeting; effective November 1, 2013.
