• Reports must describe student achievement across the state, school districts, and individual school sites, including performance of major student populations and median scores of lowest-performing students

• School grades (A-F) assigned based on: 33% student test scores, 17% learning gains, 17% improvement of lowest 25th percentile, and 33% whole school improvement metrics

• Establishes that annual reports include school site report cards delivered to parents, with school district grades calculated as weighted averages based on enrollment

• Effective July 1, 2013, with emergency clause for immediate implementation upon passage and approval
