Amends 65 O.S. 2011, Section 4-102 to authorize creation of library systems by joint resolution of a municipality and one or more school districts when all or part of the school district area is located within the municipality's corporate limits.

Allows library systems to be created by county commissioners, city/town governing bodies (for cities/towns with 2,000+ population), or by petition of at least 10% of qualified electors, subject to Oklahoma Department of Libraries Board approval.

Permits reorganization, transfer of parts, or merger of library systems by affected governmental entities with Oklahoma Department of Libraries Board approval, provided library service is not terminated in any previously approved area.

Effective date of November 1, 2013.
