• Defines "political subdivisions" to include states, counties, cities, municipalities, districts, and other public entities

• Prohibits the state and political subdivisions from adopting or implementing policy recommendations from United Nations Agenda 21/Sustainable Development that infringe on or restrict private property rights without due process

• Prohibits state and political subdivisions from entering into agreements, expending funds, receiving funds, or providing financial aid to nongovernmental or intergovernmental organizations accredited or enlisted by the United Nations to implement Agenda 21/Sustainable Development policies

• Effective November 1, 2013
