HB 1422 Summary

• Amends 70 O.S. 2011, Section 8-104 to add harassment, intimidation, and bullying as a basis for emergency school transfers

• Allows students to transfer to a different school district on an emergency basis when they have been victims of harassment, intimidation, or bullying as defined in Section 24-100.3, subject to verification by the receiving district

• Requires that the sending school district must have been notified of the harassment, intimidation, or bullying incident(s) prior to filing the transfer application

• Maintains existing emergency transfer grounds including school building destruction, inability to offer desired subjects, catastrophic medical problems, transportation failures, mutual district consent, unavailable internet-based instruction, and specialized deaf education program unavailability

• Declares an emergency effective date for the act
