• Directs each board of regents in The Oklahoma State System of Higher Education to adopt a student housing policy that gives all students the option to live in institution-owned on-campus housing or reside off-campus while enrolled.

• Prohibits housing policies from requiring students to apply for a waiver or exemption from on-campus housing requirements in order to live off-campus.

• Applies to all students regardless of their enrollment status or financial ability.

• Declares an emergency for immediate implementation following passage and approval.
