• Requires all exempted procurements to be described in detail and publicly posted through the state transparency portal, including supplier name, acquisition cost, exemption reason, cost savings, and state benefits.

• Changes the Registration of State Vendors fee collection from mandatory ("shall") to discretionary ("may"), allowing the Office of Management and Enterprise Services to collect up to $25.00 per vendor registration.

• Authorizes the Director of the Office of Management and Enterprise Services to reimburse overnight lodging within Oklahoma at up to 150% of the standard rate when no lodging is available at the authorized rate, requiring certification of efforts to obtain standard-rate lodging.
