Establishes the Oklahoma Commission on Interstate Cooperation composed of 5 House members appointed by the Speaker, 5 Senate members appointed by the President Pro Tempore, the Lieutenant Governor, the Director of the Office of Management and Enterprise Services, and 3 administrative officials appointed by the Governor.

Designates the President Pro Tempore of the Senate and Speaker of the House to serve alternately each year as ex officio chairman and vice-chairman of the Commission.

Adds the Governor as an ex officio honorary nonvoting member of the Commission.

Repeals 74 O.S. 2011, Sections 423 and 424, which previously established the Joint Committee on Interstate Cooperation and the Governor's Committee on Interstate Cooperation.

Becomes effective November 1, 2013.
