Abolishes the Laboratory Services Advisory Council and transfers its duties to the Water Quality Management Advisory Council

Places the Advisory Committee for Motorcycle Safety and Education under the Oklahoma Highway Safety Office effective July 1, 2013

Transfers the Commission on Marginally Producing Oil and Gas Wells to the Oklahoma Energy Resources Board, including all property, personnel, fund balances, and contractual obligations

Consolidates the Oklahoma Bioenergy Center and Board into the Oklahoma Energy Initiative and Board, and merges the Drug Dog Advisory Council with the Bomb Dog Advisory Council into a single "Drug and Bomb Dog Advisory Council"
