• Prohibits Oklahoma from implementing the federal REAL ID Act of 2005 and directs the Department of Public Safety not to comply with its requirements.

• Requires deletion of all previously collected biometric data from state databases, with exceptions for serious traffic offenses, hazmat endorsements, and sex offender registration.

• Establishes a religious exemption allowing applicants to opt out of biometric identification by signing an exemption statement on driver license and identification card applications.

• Restricts facial image storage for exemption signers to low-resolution format (head width 49 pixels or less) in a separate database not accessible to other entities, retaining only the most current image.

• Limits facial image disclosure to law enforcement, DHS for child support enforcement, and public assistance in locating missing persons; effective November 1, 2013.
