Prohibits the Director of the Office of Management and Enterprise Services, Division of Central Accounting and Reporting, and State Treasurer from approving payments for human resources or personnel services that exceed the statutory cost for recording security interests when the recipient must file ethics reports.

Requires cost avoidance resulting from this prohibition to be remitted to the General Revenue Fund.

Authorizes the Office of Management and Enterprise Services to enter into contracts necessary for the State Employee Assistance Program and establish standards for contractor eligibility.

Removes obsolete implementation deadlines from the Personnel Management Information System and eliminates semiannual reporting requirements for reallocation decisions and new position establishments.

Requires payroll adjustments made pursuant to error corrections be reflected in transparency feeds published on the data.ok.gov web portal, effective November 1, 2013.
