HB 1499 Summary

• Establishes the Oklahoma State Government Business Licensing One-Stop Program requiring state agencies to provide real-time licensing and permitting services through Business.ok.gov and the 2nd Century Entrepreneurship Center business licensing framework.

• Transfers the 2nd Century Entrepreneurship Center and all corresponding assets and personnel from the Oklahoma Department of Commerce to the Information Services Division of the Office of Management and Enterprise Services.

• Restricts exemptions from web-based licensing requirements to individual licensing processes only, prohibiting agency-by-agency exemptions, and requires annual renewal of all exemptions with documentation to the Governor and legislative leadership.

• Requires state agencies offering online licensing and permitting to submit yearly reports describing the number of licenses issued, renewals processed, permits issued, and estimated savings from the online process.

• Takes effect November 1, 2013.
