Amends 63 O.S. 2011, Section 2-103.1 to expand the Director of the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control's subpoena authority beyond controlled substances investigations to include investigations related to money laundering and human trafficking crimes.

Allows the Director, upon recommendation and approval by a chief agent and legal counsel of the Bureau, to subpoena witnesses, compel testimony, and require production of records, books, papers, documents, and other tangible evidence relevant to investigations.

Permits subpoenaed persons to comply by either appearing/producing documents as requested or notifying the Bureau in writing of refusal to comply within 10 days of service.

Establishes procedures for service of subpoenas and allows the Director to invoke district court assistance to compel compliance, with violations punishable as contempt of court.

Effective date: November 1, 2013.
