Amends 12 O.S. 2011, Section 2803.1 to expand the hearsay exception for statements describing physical abuse or sexual contact in criminal and juvenile proceedings

Extends admissibility of hearsay statements to include children age 13 or older who have a disability, in addition to children under 13 and incapacitated persons

Defines "disability" as a physical or mental impairment that substantially limits one or more major life activities, as determined by a competent medical professional

Requires the court to find sufficient indicia of reliability (spontaneity, consistent repetition, mental state, unexpected terminology, lack of motive to fabricate) before admitting such statements
