Amends 65 O.S. 2011, Section 1-105 to prohibit public libraries (including public, academic, school, and special libraries) from disclosing library records showing which documents or materials have been loaned to identifiable individuals or groups except to library administrators, authorized individuals, or by court order.

Adds new Section C establishing that all registration information of minors collected by publicly-funded libraries shall not be disclosed except to library administrators acting within legitimate duties, persons authorized in writing by the minor, or by court order.

Defines "registration information" as any information required of a minor to become eligible to borrow books, utilize library services, and access other materials.

Requires libraries to immediately report any suspicious requests for records of minors that may indicate criminal intent to appropriate law enforcement authorities.

Declares an emergency, making the act effective immediately upon passage and approval.
