• Authorizes harvesting of Eastern Red Cedar trees on public and private property as authorized under Section 222 of the statute, with the Board developing a public-private funding model involving state agencies, higher education institutions, regional conservation districts, and nonprofits.

• Allows Langston University to develop a goat management and production training program using goats for cedar consumption, contingent upon availability of public and private funds for equipment and program resources.

• Requires the State Board and Langston University to develop partnerships with other state agencies, higher education institutions, regional conservation districts, and private organizations to support and fund program curriculum and material resources.

• Effective date: November 1, 2013.
