Creates the "Oklahoma Resource Reclamation Act" requiring private absentee landowners to manage and remove Eastern Red Cedar tree infestations on unoccupied lands when density exceeds 50 trees per acre at 5+ feet tall

Declares unmanaged infested trees as "abandoned property" subject to removal by city, county, or state officials if landowners fail to respond to written complaints within 30 days or submit a forest management plan

Allows owners of qualifying cedar-infested property to apply for reclassification to "timber waste" or lowest assessment category, with a $1.00 per acre in-lieu tax available after infestation removal

Requires the Office of Management and Enterprise Services to register Eastern Red Cedar Registry Board manufacturers in the state vendor system by November 1, 2013, with first-year registration fees waived

Encourages property insurers to offer incentives to policyholders who implement Firewise Program guidelines, including creating fuel-free defensible zones around structures
