Authorizes the Department of Public Safety to issue provisional driver licenses to persons enrolled in Oklahoma state court-approved treatment programs or Department of Corrections full-time postadjudication transitional job programs with suspended, revoked, cancelled, or denied licenses (excluding DUI-related suspensions)

Provisional licenses permit driving for employment, work-related travel, treatment programs, probation/parole appointments, education, medical appointments, childcare transportation, and court-ordered child visitation

Requires provisional license holders to pay a minimum of $25 per month toward outstanding reinstatement fees; any subsequent license-related violation results in revocation and permanent ineligibility for future provisional licenses

Driving privilege suspension/revocation periods are considered served upon successful completion of Oklahoma Drug Court programs, state court-approved treatment programs, or qualifying transitional job programs (except for DUI/alcohol-related offenses)
