Amends 3 O.S. 2011, Section 85.3 to rename the "Center for Aerospace Supplier Quality" to the "Center for Aerospace and Defense Supplier Quality" (CADSQ) and expands its scope to serve the aviation, aerospace, and defense industries instead of just aerospace.

Creates the Oklahoma Aerospace Institute (OAI) within the Oklahoma Aeronautics Commission to serve as a partnership coordinating education, training, research, and economic development for aviation, aerospace, and defense industries.

Establishes CADSQ as a conduit between military installations and aviation/aerospace/defense industries to increase defense contracts, create high-wage jobs, reduce federal spending leakage, and strengthen industry collaboration.

Directs OAI to gather industry information, create education partnerships, conduct applied research with commercial potential, and provide consulting services to state agencies and businesses.

Effective July 1, 2013, with an emergency clause allowing immediate implementation upon passage and approval.
