• Defines GPA point distribution: A grades = 4.0 points, B grades = 3.0 points, C grades = 2.0 points, D grades = 1.0 point, F grades = 0 points.

• Establishes GPA scale ranges for school grades: 3.50-4.0 GPA = "A", 2.50-3.49 GPA = "B", 1.50-2.49 GPA = "C", 0.50-1.49 GPA = "D", below 0.50 GPA = "F".

• Directs the State Board of Education to adopt rules implementing the new school grading scale system for annual Oklahoma School Testing Program reports.

• Declares an emergency effective date for the act to take effect immediately upon passage and approval.
