Increases the estate value threshold for summary administration from $175,000 to $200,000 in Oklahoma probate law (58 O.S. 2011, Sections 245 and 246)

Requires courts to issue letters of special administration at the time of filing the petition, rather than after a hearing

Establishes a "combined notice" that consolidates notice to creditors with notice of hearing on summary administration, final accounting, and distribution into a single document filed when the petition is filed

Modifies timing requirements: combined notice must be published within 10 days of filing and mailed to interested parties within 10 days, with the final hearing set at least 45 days after filing or first publication

Becomes effective November 1, 2013
