• Appropriates $6,300,000 to the Employment Security Administration Fund from federal Unemployment Compensation Modernization Transfer funds made available on June 25, 2009, pursuant to Section 903(f) of the Social Security Act.

• Designates the appropriated funds for use by the Oklahoma Employment Security Commission to pay administrative expenses of the Employment Service Program.

• Requires all appropriated funds to be expended before December 31, 2014, and mandates expenditures comply with standards established by the U.S. Secretary of Labor.

• Requires the Oklahoma Employment Security Commission to utilize the appropriation in accordance with all provisions and requirements of the Social Security Act, Title 42 of the United States Code.

• Becomes effective November 1, 2013.
