Adds game wardens and reserve game wardens employed by the Department of Wildlife Conservation to the exemption list allowing them to hold dual office while serving on local boards of education or municipal governing bodies.

Amends the Oklahoma Open Records Act (51 O.S. 2011, Section 24A.23) to require the Department of Wildlife Conservation to publicly disclose harvested deer information by county, including antler description and hunter name in a timely manner.

Allows hunters to choose whether their name is released when entering electronic game harvest check information for deer; the Department must respect the hunter's choice and withhold names for those who opt out.

Permits the Department of Wildlife Conservation to use permit holder information for Department purposes and allows public bodies access for functions related to their official responsibilities.

Declares an emergency, making the act effective immediately upon passage and approval.
