• Amends 29 O.S. 2011, Section 2-138 to modify the definition of "resident" for game and fish licensing purposes

• Establishes that Oklahoma driver licenses issued at least 60 days prior may serve as proof of residency, but requires additional documentation if applicant lacks a valid Oklahoma driver license

• Specifies that domiciliary intent (not merely property ownership) is required to prove maintenance of permanent abode for lifetime license applicants, with burden of proof on the applicant

• Allows military members permanently assigned to Oklahoma installations and their dependents to qualify as residents with commanding officer certification
