• Creates the Oklahoma Legislator Education Accountability Act requiring the Legislature to present education funding measures to the Governor by April 1 each year (at least 25 days before the school funding deadline)

• Amends 62 O.S. 2011, Section 34.86 to impose financial penalties on legislators for noncompliance with the April 1 funding deadline

• Imposes a salary deduction equal to one day's pay for each legislator for each day the Legislature fails to meet the April 1 education funding deadline

• Declares an emergency effective upon passage and approval of the bill
