HB 1620 Summary

• Changes the implementation deadline for school districts to adopt the Oklahoma Teacher and Leader Effectiveness Evaluation System (TLE) from 2013-14 school year to 2014-2015 school year.

• Removes quantitative assessment components (student academic growth and other academic measurements) from the TLE, requiring the system to be revised by December 31, 2013 to delete these percentage-based measurements.

• Directs the Teacher and Leader Effectiveness Commission to make recommendations regarding redevelopment of the TLE to reflect removal of quantitative measures and to focus on qualitative assessment components.

• Requires the State Board of Education to revise the TLE system to base evaluations solely on qualitative assessment tools measuring observable classroom practices and leadership characteristics correlated to student performance.

• Declares an emergency effective date, with Sections 2 and 3 becoming effective January 1, 2014.
