Amends 21 O.S. Section 1277 to remove the prohibition on carrying handguns into meetings of elected or appointed officials and to allow handguns on private (but not public) school property with an adopted policy.

Amends 21 O.S. Section 1280.1 to clarify that firearms are prohibited on all school property except when authorized, including allowing licensed handguns on private school property if the private school adopts a policy permitting it.

Provides immunity from liability for private schools that adopt policies authorizing weapon possession on private school property, except for acts of gross negligence or willful/wanton misconduct and Workers' Compensation claims.

Maintains existing prohibitions on firearms in government buildings, prisons, sports arenas, and pari-mutuel wagering venues; allows licensed handguns in parking areas and designated parks under certain conditions.

Effective November 1, 2013.
