Amends Oklahoma Swine Feeding Operations Act to modify the definition of "interested party" by requiring affected property owners to meet a burden of proof standard rather than simply requesting a hearing.

Establishes a two-stage hearing process: affected property owners must first attend a preliminary hearing where they must prove by preponderance of evidence that a facility has direct, substantial, and immediate effect on their legally protected interests before being entitled to a full administrative hearing.

Requires the Oklahoma Department of Agriculture, Food, and Forestry to review swine feeding operation applications within 60 working days, with an additional 30 working days if requesting additional information from applicants.

Sets specific timelines and procedures: affected property owners have 15 working days to request a hearing after notification, 10 working days to cure deficiencies, and the administrative law judge must issue a written order within 20 working days of the preliminary hearing.

Effective date: November 1, 2013.
