HB1656 Summary

• Creates the Oklahoma Woody Biomass Energy Initiative Act of 2013 and establishes the Woody Biomass Energy Initiative Council to operate until July 1, 2016.

• Council shall develop an Oklahoma Renewable Woody Biomass Energy Usage Plan including harvesting guidelines, environmental compliance, funding mechanisms, and identification of state lands suitable for biomass production.

• Investigates feasibility of installing woody biomass furnaces in state correctional facilities, public schools, and other state agencies to reduce energy costs using Oklahoma-sourced woody biomass.

• Council membership includes 14 positions representing state legislature members, state agencies, universities, federal agencies, and private industry experts in woody biomass energy development.

• Defines "woody biomass" to include forest materials, agricultural residue, plant materials, and organic waste that can be converted to biofuel as a renewable energy source to address Eastern Red Cedar encroachment costing the state approximately $412 million annually.
