Amends 70 O.S. 2011, Section 1210.545 to modify how Oklahoma school grades are calculated under the Oklahoma School Testing Program.

Changes school grade components from 33%-17%-17%-33% to 50%-25%-25% allocation, eliminating the separate lowest twenty-fifth percentile component and consolidating it into a bottom quartile growth metric.

Increases whole school performance weight to 50% based on students scoring proficient or advanced, and whole school growth to 25% based on students improving proficiency levels or improving substantially within a proficiency level.

Establishes bonus points for high schools (up to 5 points for graduation rate, 1 point each for AP/IB/concurrent enrollment courses, industry certifications, and SAT/ACT performance) and middle/elementary schools (2-10 points for dropout rates, advanced coursework, and attendance).

Directs State Board of Education to establish minimum sample size for statistical reliability and promulgate rules for implementation; changes school grading scale to use percentages (97-100% = A+, through 59% and below = F).
