Modifies the Education Leadership Oklahoma program to limit participation to 100 applicants per fiscal year, with the Commission paying half of the National Board certification application processing charge and assessment fee (up to $1,300) plus a $500 scholarship for selected participants

Eliminates the previous $5,000 annual bonus for National Board certified teachers and instead allows them to qualify for an additional salary increment through the new minimum salary schedule

Establishes a new minimum salary schedule for Oklahoma public school teachers starting in 2013-2014, ranging from $31,600 (Bachelor's degree, 0 years experience) to $46,000 (Doctorate, 25 years experience), with National Board certification adding $1,000 to base salaries

Requires selected program participants who receive up-front payment but fail to complete National Board certification within 3 years to repay the full amount; those who complete certification without up-front payment may be reimbursed up to $1,300

Repeals the Oklahoma National Board Certification Revolving Fund and the previous teacher minimum salary schedule provisions
