HB 1669 Summary

• Authorizes the Oklahoma Department of Transportation to use design-build and construction management project delivery methods for certain projects with written approval from the Director.

• Establishes that construction administration for design-build projects must be performed by the Department, the Director's designee, or by another party approved by the Director.

• Requires that design-build and construction management methods only be used for projects that benefit the public and have a need for cost control, as defined by administrative rules.

• Specifies that these alternative delivery methods cannot interfere with subcontractor competition under the Public Competitive Bidding Act and do not apply to interagency agreements or projects performed solely by state agency staff.

• Effective date: November 1, 2013.
