• Amends 63 O.S. 2011, Section 2-401 regarding the Uniform Controlled Dangerous Substances Act to require mandatory assessments for drug convictions.

• Changes assessment from discretionary ("may") to mandatory ("shall") for persons convicted of controlled dangerous substance offenses, with assessment ranging from not less than 10% but not to exceed 100% of the imposed fine.

• Prohibits courts from waiving the assessment in its entirety, though courts may reduce fines, costs, and incarceration costs equally and apply the same percentage reduction to the assessment.

• Assessment funds are deposited into the revolving fund for enforcement of controlled dangerous substances per Section 2-506.
