Amends 74 O.S. 2011, Section 3601.2 to establish salary ranges for chief executive officers in state agencies, boards, commissions, and departments in the executive branch, effective July 1, 2013.

Requires salaries to be set between minimum and maximum amounts specified in annual compensation reports required by Section 840-1.6A of title 74, for full-time employees only.

Mandates agencies report salary increases to the Office of Management and Enterprise Services by August 1 annually, with OMES forwarding a consolidated report to the Governor and legislative leaders by September 1.

Directs OMES to review salary ranges every three years beginning with fiscal year 2013 and make recommendations by February 1 for all state executive branch positions.

Amends 74 O.S. 2011, Section 150.6a to update salary schedules for Oklahoma State Bureau of Investigation positions (Deputy Director, Division Director, and Agent/Criminalist levels) effective January 1, 2013, with a provision that no employee receives less than their December 31, 2006 salary.

Effective date is July 1, 2013, with an emergency declaration for immediate implementation.
