• Modifies victims impact panel program requirements to prohibit provision by certified assessment agencies or assessors and mandate general liability insurance and financial accounting by providers

• Updates references to victims impact panel programs in Section 991a (sentencing powers) and Section 991c (deferred sentencing) of Title 22 and Section 11-902 of Title 47 (DUI offenses)

• Takes effect November 1, 2013
