Amends 21 O.S. 2011, Section 1283 to allow certain convicted felons to possess firearms under specific conditions after completion of sentencing and probation periods.

Permits individuals previously convicted of nonviolent felonies to possess weapons if they have completed their sentence and probation and have not been convicted of any subsequent felony offense.

Allows individuals previously convicted of violent felonies to possess firearms if they have received a full pardon, completed sentencing and probation, and have no subsequent felony convictions; permits limited firearm-related occupational activities (gunsmith, firearms repair).

Maintains existing prohibitions on firearm possession for persons currently under Department of Corrections supervision, probation, parole, or inmate status.

Becomes effective November 1, 2013.
