HB 1781 Summary

• Amends 63 O.S. 2011, Section 2-309D to expand access to the Anti-Drug Diversion Act central repository beyond law enforcement to include the Department of Mental Health and Substance Abuse Services and State Board of Health.

• Allows the Department of Mental Health and Substance Abuse Services and State Department of Health to access central repository information for statistical, research, substance abuse prevention, or educational purposes while maintaining consumer confidentiality.

• Adds the Oklahoma Health Care Authority to the list of entities authorized to access central repository information relevant to its licensees.

• Designates information regarding nonfatal overdoses as strictly confidential, accessible only to the Director of the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control, the Chief Medical Examiner, and the registrant entering the information.

• Becomes effective November 1, 2013.
