• Requires licensed Oklahoma pharmacies to dispense valid prescription contraceptive drugs or devices without delay and in the normal timeframe for filling other prescriptions.

• Permits pharmacies to refuse dispensing only in cases of valid medical concerns (therapeutic duplications, drug interactions, allergies, dosage issues, drug abuse/misuse) or if the customer cannot pay.

• When prescription contraceptives are out of stock, pharmacies must either obtain the drug through expedited ordering and notify the customer, or transfer the prescription to a pharmacy of the customer's choice.

• Mandates that pharmacies dispense over-the-counter contraceptive drugs in a timely manner and prohibits intimidation, threats, or harassment of customers requesting contraceptives.

• Requires conspicuous notice of customer rights in prescription contraceptive dispensing; establishes complaint procedures with the State Board of Pharmacy and allows civil actions with statutory damages up to $5,000 for violations.
