HB 1854 - State Employees Having an Active Role in Education (SHARE) Act

• Creates the State Employees Having an Active Role in Education (SHARE) Act to promote state employee involvement in public education

• Authorizes the Director of the Office of Management and Enterprise Services to establish standards for delegating human resources functions to state agencies

• Establishes a program allowing state agencies to propose and implement innovative human resource model projects with Director approval

• Mandates creation of a Human Resource Management Plan and Self-Evaluation Report system for agencies covering affirmative action, recruitment, compensation, training, and grievance procedures

• Allows state employees to receive one paid hour per week to volunteer as tutors or subject matter speakers in approved Oklahoma City public schools under the SHARE program; effective November 1, 2013
