HB 1866 Summary

• Amends Section 3-135 of Title 70 (Oklahoma Statutes) to require charter school contracts to include certification that all board members and the five highest-paid administrators are United States citizens.

• Creates new Section 3-137A requiring existing board members and administrators who are not U.S. citizens as of July 31, 2013 to obtain citizenship by the beginning of the 2015-2016 school year and provide proof by December 31, 2015.

• Amends Section 3-144 (Charter Schools Incentive Fund) to prohibit charter schools from receiving fund distributions without proof of U.S. citizenship for all board members and the five highest-paid administrators.

• Requires the State Board of Education to adopt rules implementing the citizenship verification requirements and application/notification procedures.

• Becomes effective November 1, 2013.
