HB 1877 Summary

• Amends Oklahoma firearm transportation laws to allow citizens aged 21+ (except convicted felons) to transport pistols openly, loaded or unloaded in motor vehicles without a handgun license.

• Permits concealed loaded pistols to be left in locked, parked vehicles when the owner is not at their own residence or business.

• Defines "open" carry as firearm visible in plain view, in a carrying case, gun rack, exterior locked compartment, or vehicle trunk.

• Removes previous penalty provisions for improper firearm transportation and prohibits law enforcement from disarming or physically restraining individuals lawfully carrying unconcealed weapons absent reasonable suspicion of other criminal activity.

• Effective date: November 1, 2013.
