Amends the Education Leadership Oklahoma program to refocus on providing technical assistance, mentorship, and training for teachers seeking National Board certification, rather than scholarships and salary bonuses funded through the program.

Establishes a new mandatory minimum salary schedule for Oklahoma teachers beginning in the 2013-2014 school year, based on years of experience and education level (Bachelor's, Master's, or Doctor's degrees), with additional increments for National Board certification.

Teachers attaining National Board certification prior to June 30, 2013 receive a $5,000 annual bonus for ten years; those attaining certification after June 30, 2013 receive salary schedule increments instead of the bonus.

Limits Commission scholarships to up to 100 applicants per fiscal year, with a maximum of $2,750 paid per applicant for application fees and assessments, plus $500 for additional certification expenses.

Provides up to two additional professional leave days for teachers pursuing National Board certification portfolio development, with substitute teacher costs covered by school districts.
