Amends 3A O.S. 2011, Section 208.2 to modify rules governing race meetings held by fair associations licensed with the Oklahoma Horse Racing Commission.

Allows fair associations to conduct race meetings at the racing enclosure of one or more other organization licensees in Oklahoma, rather than only at their own location.

Permits fair associations to exceed the standard 16-day race meeting limit by allowing 20-22 days during a 38-consecutive-day period, with consent of horsemen's organizations and Commission approval.

Requires that net profits from race meetings accrue to the fair association after expenses, with specific pari-mutuel wagering percentages distributed between the organization licensee and purses for participating horses.

Becomes effective July 1, 2013, with an emergency clause allowing immediate implementation upon passage and approval.
