Eliminates multiple agricultural advisory boards and committees, including the Apiary Advisory Committee, Fire Ant Research and Management Advisory Committee, Oklahoma Agriculture Enhancement and Diversification Advisory Board, and Oklahoma Rural Economic Development Loan Program Review Board

Transfers regulation of registered foresters from the State Board of Registration for Foresters to the Oklahoma Department of Agriculture, Food, and Forestry

Replaces the President of the State Board of Agriculture with the Director of Laboratory Services as the Director of the Bureau of Standards for weights, measures, and testing

Transfers administration of the Rural Economic Development Loan Program from the President of the State Board of Agriculture and review board to the Oklahoma Department of Agriculture, Food, and Forestry

Repeals numerous sections of law including provisions related to the Pest Control Compact, dairy compact law, Oklahoma County Fair Enhancement Act, dairy promotion, pecan marketing board, swine feeding operations, and biofuels development
