Amends 29 O.S. 2011, Section 4-107.2 to authorize the Oklahoma Department of Agriculture, Food, and Forestry to issue permits for managing depredating animals (feral hogs, coyotes, and coyote-dog crossbreeds) by aircraft to landowners and contractors with landowner agreements, in addition to big game commercial hunting area license holders.

Expands eligible land where permit applies to include any land owned by the landowner or listed in a commercial hunting area license, with permits valid for one year and renewable for an annual fee of $200.

Removes the requirement for a special permit during designated deer hunting seasons "for guns," modifying seasonal restrictions for permit use.

Requires permit holders to maintain daily flight logs, provide 24-hour advance notice to the Department before operations, and file quarterly reports detailing flight activity and animals managed.

Establishes criminal penalties of $500-$1,500 or up to 60 days jail time for violations, with administrative penalties up to $10,000 per day of noncompliance, plus permit revocation and six-month ineligibility for new permits; effective November 1, 2013.
