• Amends 19 O.S. 2011, Section 421.1 to modify procedures for county property sales of items with original cost exceeding $500.

• Authorizes county commissioners to conduct public auctions or use internet auctions with online bidding as an alternative to sealed bid procedures for selling county equipment and materials.

• Establishes appraisal procedures for items sold at auction, allowing use of industry-recognized appraisal manuals or quotes from at least two vendors to determine property value.

• Authorizes county commissioners to solicit telephone bids for removal of recyclable materials.

• Becomes effective November 1, 2013.
