Amends 75 O.S. 2011, Section 253 regarding emergency administrative rules by requiring Governor approval based on substantial evidence that the rule is necessary to protect public health, safety or welfare; comply with legal deadlines; avoid violation of federal or state law; prevent budget reduction; or avoid serious public prejudice.

Removes the Governor's ability to waive rule impact statement requirements for emergency rules and requires all emergency rules to include a comprehensive impact statement with specified contents before adoption.

Requires emergency rules be transmitted to the Governor, Speaker of the House, and President Pro Tempore of the Senate within 10 days of adoption; Governor has 45 calendar days to review and approve or disapprove with written reasons for disapproval.

Prohibits Governor approval of emergency rules created due to agency delay or inaction that could have been avoided through timely compliance with administrative procedures.

Becomes effective November 1, 2013, and makes emergency rules subject to legislative review and standard publication requirements in the Oklahoma Register.
