HB 1932 Summary

• Grants incumbent electric transmission owners the right to construct, own, and maintain local electric transmission facilities (69-300 kilovolt rating) approved in Southwest Power Pool transmission plans that interconnect to their existing facilities.

• Establishes that when a local transmission facility will interconnect to two or more incumbent owners, each owner has equal individual rights unless they agree otherwise in writing.

• Requires incumbent electric transmission owners to notify the Southwest Power Pool within 90 days of receiving direction to construct a facility; failure to provide notice results in forfeiture of construction rights.

• Allows the Southwest Power Pool to reassign construction rights to another entity if an incumbent owner declines or fails to notify, and permits any person to request SPP to rescind rights and reassign them if an owner unreasonably delays construction.

• Becomes effective November 1, 2013.
