Authorizes municipalities to collect unpaid solid waste and storm water drainage service accounts through a formalized procedure requiring notice to account holders and property owners.

Requires municipalities to send written notice by mail after minimum of 4 consecutive months of nonpayment, with receipt of mailing documented; allows posting and publication if account holder or property owner cannot be located.

Permits municipalities to file a notice of lien with county clerk upon finding delinquency, and if unpaid within 30 days, forward certified statement to county treasurer for levy and collection as other taxes; lien is coequal with ad valorem taxes and superior to other liens.

County treasurer collects $5.00 fee per parcel; municipalities may pursue civil remedies if county treasurer unable to collect; severed mineral interests exempt from liens; requires notice of payment and discharge of lien upon receipt.

Provides account holders and property owners right to appeal administrative orders to municipal governing body within 10 days; effective date November 1, 2013.
