Creates a new annual vehicle permit category (Subsection C) for transportation companies and portable building manufacturers, allowing oversize portable building transport with a $500 annual fee instead of $4,000.

Permits under the new category are limited to 12 feet width (with 3-inch eave overhang), 14 feet height, and 45,000 pounds gross weight, with tow vehicles restricted to two axles and vehicle identification number (VIN) required on permit.

Permits are non-transferable between vehicles and original certified permit must be carried in operating vehicle; lost or damaged permits may be replaced for $50 upon application with proof and notarized statement.

Amends existing annual vehicle permit provisions to allow transfer between vehicles in permittee's fleet when original vehicle is destroyed or title transferred, with proper documentation required.

Includes emergency clause making the act effective immediately upon passage and approval.
